Referring to my Despatch No. 148 of the 2nd. May, 1917, I have the honour to forward a return showing the imports and exports of Raw Opium to and from the Colony and the opium boiled by the Government Honopoly in the Colony during the year 1917. It will be noticed that in the return of opium boiled by the Government Monopoly raw opium confiscated by the Goverment has been included.

The increase in the sales of prepared

opium for local consumption is attributable to the effective

prevention by the revenue staff of smuggling of this drug inte

the Colony particularly from Indo-China and Kwong Chow-vin

and the success is dus largely to the regular system of

rewards under a fixed tariff.
